Who was Phil St. Luke

( Flying Phil )

“Flying Phil” St. Luke, was a longtime resident of the Oceanside area remembered by many for his long walks, daily visits into stores to say Hello, friendly waves to passing cars, and “two-thumbs up” attitude.

Phil, who suffered a developmental disability, was given the official title of Mr. Parksville in 1981 and his birthday made "Flying Phil day" by city hall in 2008.

Phil spent his life volunteering with community organizations, training for and participating in the Special Olympics, and lending an ear and encouragement to anyone who cared to chat. He is described as being a tireless advocate for those with disabilities and a true animal lover.

Phil passed away from Cancer on January 13th 2023 at the age of 70.

Items have been created to raise funds to install a permanent memorial for Phil in the city of Parksville; recognizing the 50+ years he contributed his unique character to the community.
